一、招标条件

本招标项目上庄镇镇域电力线路迁建入地工程附属市政迁改项目已由石家庄市鹿泉区行政审批局以鹿行审投资审〔2023〕47号批准建设， 项目业主为石家庄市鹿泉区发展和改革局，建设资金来自专债资金，出资比例为100%，招标人为石家庄市鹿泉区发展和改革局。项目已具备招标条件，现对该项目进行公开招标。

二、项目概况与招标范围

2.2招标范围：上庄镇镇域电力线路迁建入地工程附属市政迁改项目，详见工程量清单和图纸。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：投标人须具备市政公用工程施工总承包叁级及以上资质并同时具有安全生产许可证，并在人员、设备、资金等方面具有相应的施工能力。

3.1.2 财务要求：提供近三年（2022年度、2023年度、2024年度）经审计的财务报表（至少包括：经会计师事务所或审计机构审计的财务会计报告及盖章页、资产负债表、利润表、现金流量表）（成立时间晚于2022年1月1日的，应提供成立以来完整会计年度的财务状况表）。

3.1.3 信誉要求：未被列入“信用中国”网站( 其他要求：单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。本次招标不接受联合体投标。本项目专门面向中小企业采购。

3.1.5 项目负责人资格要求：投标人拟派项目经理须具备市政公用工程专业贰级及以上注册建造师执业资格，具备有效的安全生产考核合格 B 类证书，且未担任其他在施建设工程项目的项目经理。

3.2本次招标不接受联合体投标。
