1. 招标条件

1.1本招标项目 中江县农业现代化示范区建设项目（一期） (项目名称)已由 中江县发展和改革局 (项目审批、核准或备案机关名称)以 川投资备【2203-510623-04-01-137437】FGQB-0075号 (批文名称及编号)批准建设，项目业主为 四川凯城农业发展有限公司 ，建设资金来自 财政资金 (资金来源)，出资比例为 100% ，招标人为 四川凯城农业发展有限公司 。项目已具备招标条件，现对该项目的 监理 进行公开招标。

1.2 本招标项目为德阳市行政区域内的国家投资工程建设项目， 中江县发展和改革局 （核准机关名称）核准（招标事项核准文号为 川投资备【2203-510623-04-01-137437】FGQB-0075号 ）的招标组织形式为 委托招标 。 招标人选择的招标代理机构是 四川省富盛工程项目管理有限公司。

2. 项目概况与招标范围

2.1 工程名称： 中江县农业现代化示范区建设项目（一期）-中江县2022年高标准农田建设项目 。

2.2 建设地点： 永太黄鹿龙台玉兴 兴隆辑庆通济集凤回龙悦来会龙太安永安南华仓山富兴冯店柏树乡等 。

2.3 资金 财政资金 。

2.4 建设规模： 新建高标准农田8.4万亩 。

2.5 计划工期： 730日历天 。

2.6 招标范围： 本项目（8.4万亩高标准农田建设）全部内容的施工监理工作，包括施工准备阶段、施工阶段、工程保修阶段等相关监理工作、质量缺陷责任期内的缺陷修复等相关监理工作 。

2.7 标段划分： 监理一个标段 。

3.投标人资格要求

3.1 本次招标投标人须具有独立法人资格（独立企业法人或事业单位法人）。

3.2 资质要求： 水利行政主管部门颁发的水利工程施工监理乙级及以上监理资质 。

3.3 业绩要求 2019年1月1日以来具有1个已完成或在建的投资3000万元及以上的高标准农田或水利工程监理类似业绩 。

3.4 本次招标 不接受 联合体投标。
