货物或服务的说明:江山市殡仪馆400KVA双电源配电工程拟新建一条高、低压专用线路，并配备专用变压器及相关电力设施，对现有配电房设施进行改造，最终实现双电源供电。

采用单一来源采购方式的原因及说明：根据江监管办〔2017〕13号《关于重申招投标业务重点把握若干问题的通知》文件精神，由少数国有企业实施的供水、供电、供热、供气、通信等项目，可由部门单位集体研究后，自行审定，自行组织交易。
我单位承担着全市范围内死亡遗体的接运、冷藏、火化等任务，遗体冷藏、火化业务特殊，不能任意停电。考虑到我市供电渠道单一，江山市电力发展有限责任公司作为我市唯一一家从事供电工程建设的国有企业，也是我市唯一一家能保证24小时内完成供电抢修的企业。其能更好的协调调配供电公司和社会资源，保证工程质量和后续开展电力设施检修等售后服务。此次供电工程拟采用单一来源进行采购，拟定供应商为江山市电力发展有限责任公司。
