七、 申请理由：由于环境监测工作中不断新增的监测任务，我中心拟采购一批环境监测仪器设备（气相色谱仪、便携式测油仪、便携式金属测定仪、便携式水质多参数分光光度仪、便携式浊度仪、低本底流气式αβ测量仪）。由于国内同类型产品在精密度、灵敏度和设计使用寿命方面均无法达到国外同类仪器的水准，为更好满足生态环境监测需求，不断提高科学监测、精准监测、依法监测能力水平，且设备的采购均不属于禁止进口和限制进口的产品，特申请购买进口设备。

专业人员对进口产品技术性能先进性、采购必要性的论证意见：1、气相色谱仪用于环境空气和废气中挥发性有机物的分析。国产气相色谱仪在稳定性、精准度、耐用性上无法满足监测工作的需要，进口仪器稳定性好、可靠性高，能更好地确保设备低故障率稳定运行、监测数据的准确性以及日常工作的顺利开展，建议采购进口产品（气相色谱仪）。
2、便携式测油仪用于应急现场监测水中石油类含量，便携式金属测定仪用于应急现场监测水中多种重金属含量，便携式水质多参数分光光度仪用于应急现场监测水中多种无机指标浓度，便携式浊度仪用于应急现场监测水中浊度。国产仪器或体积太大、配件较多（便携式测油仪）、抗碰撞性较差（便携式测油仪、便携式浊度仪、便携式金属测定仪），或前处理程序多反应速度慢（便携式测油仪、便携式金属测定仪），或稳定性和精确度上有缺陷（便携式水质多参数分光光度仪、便携式浊度仪），相关进口仪器在轻便携带、响应速度和稳定性上更能满足应急监测的需求，为确保应急监测能顺利开展，建议采购进口产品。
3、低本底流气式α、β测量仪是测量水、土壤、生物、沉降物、气溶胶中的Sr-90及总α、β计数最常用的方法和手段，是核辐射环境实验室必备仪器设备。国产设备尚未有流气式正比计数器的测量方式，只有闪烁体探测器，测量准确度、精度、本底稳定性上难满足监测需求，建议采购进口产品。
