采用单一来源采购方式的原因及说明：为进一步推进文化强省建设，2020年浙江省文史馆决定全省以省市县（区）三级为单位，编撰一套《浙江文史记忆丛书》，全面系统记述浙江的人文历史。关于<浙江文史记忆丛书>编撰工作进展情况的报告中要求，为保证《丛书》的整体性，统一设计、省内统一出版，目前省卷已确定由浙江人民出版社出版，考虑到《浙江文史记忆丛书》衢州卷出版的一致性、配套性，浙江人民出版社有限公司是浙江人民出版社的运营实体，故由浙江人民出版社有限公司出版。根据《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》浙财采监〔2021〕2号文件第四条第（一）款“在现有的经济和技术条件下，更换承接主体将无法保证与原有项目的一致性或者服务配套要求，且导致服务成本大幅度增加或者原有投资损失。”特申请采用单一来源采购方式采购。
