货物或服务的说明:近两年来，由于设备使用年限较久，车辆进出停放较为频繁，部分设施设备陈旧老化，故障较多，2020年、2021年各发生一起入内停放车辆在停放过程中固定装置松动导致车辆滑移的安全事件，存在一定安全隐患。经立体车库维保单位检修，主要原因为立体车库的搬运器、升降主轴等车辆传送、升降设备以及车门检测光电开关等传感设备等部分设备配件老化损坏，不能正常使用，需要对立体车库搬运器、升降主轴、升降同步齿轮、车门检测光电开关等车辆传送升降设设备和传感设备进行维修。

采用单一来源采购方式的原因及说明：浙江省军用饮食供应站全自动垂直升降类停车设备由深圳怡丰自动化科技有限公司负责建设，2013年建成投入使用以来，至今已10年。经立体车库维保单位检修，需要对立体车库搬运器、升降主轴、升降同步齿轮、车门检测光电开关等车辆传送升降设设备和传感设备进行维修。因此为确保安全使用，降低故障率，提高使用舒适度，且机械式停车设备属于特种设备，更换供应商会造成各设备系统之间零配件不匹配等安全隐患。综上理由，根据《中华人民共和国政府采购法》第三十一条第一款“只能从唯一供应商处采购的”，专家组一致建议本项目采用单一来源采购方式。
