三、项目要求1.保密要求大面积的大比例尺地形图属于国家秘密。中标人应该确保成果的保密与安全，严格遵守国家、省、市档案保密制度及国家其它相关保密法规,不得截留和向第三方泄露所涉及的档案、资料内容及最终形成的各类数据，如有违反，依法追究责任。拟派技术服务成员中应具有《涉密测绘成果管理人员岗位培训证书》。2.技术能力要求中标人必须配备足够的技术力量，保证项目工期和质量，并应迅速组织作业人员进场开展工作。中标人应按照项目实际需要自行配备必要的测绘仪器设备、计算机、车辆以及测绘相关的应用软件。



自合同签订之日起至2022年 12 月 31 日



1、技术标准①《城市测量规范》CJJ/T8-2011；②《1:500 1:1000 1:2000地形图图式》（DBJ440100/T230-2015）；③《卫星定位城市测量技术标准》 CJJ/T73-2019；④《测绘成果质量检查与验收》（GB/T 24356-2009）；⑤《国家基本比例尺地形图更新规范》（GB/T 14268-2008）；⑥《测绘作业人员安全规范》（CH 1016-2008）；2、坐标系统及分幅①成果平面采用广州2000 坐标系，高程采用广州市高程系统；②分幅标准采用《1:500 1:1000 1:2000 地形图图式》分幅标准。

代理服务收费标准



按原国家计委颁布的计价格[2002]1980号、国家发改委印发的发改办价格[2003]857号、发改价格[2011]534号文规定,并按穗开财字[2014]53号文规定取下浮率20%进行控制，工程招标、服务招标及货物招标代理服务费超过20万元的，按20万元控制；招标代理服务费用低于1万元，按1万元以内控制。本项目的招标服务费执行以下价格：

（1）以项目的预算金额7,670,000.00元作为收费的计算基数；

（2）预算金额在100万以下的，代理服务费按1.2%计算；101万到500万的，按0.64%计算…

（3）代理服务收费按差额定率累进法计算。
