3.本项目的特定资格要求：

合同包1(网络思政中心二期建设)特定资格要求如下:

1、供应商为合法注册的法人或其他组织，并出具合法有效的营业执照、组织机构代码证、税务登记证（或统一社会信用代码的营业执照）；

2、供应商应授权合法的人员参加投标全过程，其中法定代表人/负责人直接投标，须提交法定代表人/负责人身份证明书。法定代表人/负责人授权代表参加投标的，须出具法定代表人/负责人授权书；

3、财务状况报告：供应商提供2020年和2021年度经审计的完整的财务会计报告，或其开标前三个月内银行出具的资信证明，或财政部门认可的政府采购专业担保机构出具的投标担保函；

4、社会保障资金缴纳证明：供应商提供近6个月内已缴存的至少一个月的社会保障资金缴存单据或社保机构开具的社会保险参保缴费情况证明，依法不需要缴纳社会保障资金的供应商应提供相关文件证明；？
