（1）为吴川市公安局、吴川市人民检察院、吴川市人民法院查扣的涉案车辆（含船舶、大型机械）等提供保管服务；为吴川市公安局查扣的涉案车辆等提供拖运服务。 （2）为吴川市公安局交警大队机动中队执法暂扣的车辆提供拖运、保管服务。（3）为吴川市公安局交警大队梅菉中队执法暂扣的车辆提供拖运、保管服务。（4）为吴川市公安局4个乡镇的交警中队查扣的假牌、套牌、报废汽车进行保管服务（一个月拖运一次,具体拖运时间由采购人与服务商协商确定）。（5）为吴川市公安局下辖的派出所查扣的无牌无证无主车辆进行保管服务（一个月拖运一次,具体拖运时间由采购人与服务商协商确定）。



(1) 所有进场、出场车辆必须造册登记，制作相应台账。(2) 服务商须与扣车单位办理交接手续，交接手续办完后，暂扣车辆安全管理均由服务商负责，若发生损坏、丢失、火灾等各种安全事件的，均由服务商承担全部责任。(3) 服务商放车须凭扣车单位开具的有效放车单方可放行。(4) 服务商对场地的视频监控资料至少应保存90天,方便采购人有需要时调阅或拷贝。五、服务要求 (1) 服务商提供全天 24 小时的执法暂扣车辆拖运、保管及涉案车辆等保管服务，在规定的服务范围内，配备合格的拖运车辆及工作人员。(2) 服务商将违法暂扣车辆从违法行为地拖移至采购人指定地点；(3) 为吴川市公安局查扣的涉案车辆等提供拖运服务。(4) 为吴川市公安局4个乡镇的交警中队查扣的违法车辆和假牌、套牌、报废汽车拖运至保管场地保管（提供一个月拖运一次服务,具体拖运时间由采购人与服务商协商确定）。(5) 为吴川市公安局下辖的派出所查扣的无牌无证无主车辆拖运至保管场地保管（提供一个月拖运一次服务,具体拖运时间由采购人与服务商协商确定）。(6) 所有暂扣车辆的保管服务；(7) 所有暂扣车辆的录入、放行手续记录；(8) 车辆因收缴或无人认领，须配合采购人后期的车辆登报、评估、报废等事项；(9) 服务商在提供暂扣车辆拖运、保管及涉案车辆等保管服务过程中，必须确保停放的车辆安全有序停放，妥善保管，不得向车辆车主（司机）违法收取任何费用。(10) 实施拖运车作业的每辆车辆，出车作业时应当随车携带不少于 2 块交通标志, 10 个反光锥形筒，3 个闪光警示葵花灯、2 个便捷式探照灯、2 根闪光警示棒、灭火器 2 个,参与拖运车作业的人员应听从交通警察的指挥。(11) 服务期内，需对提供拖运车服务的车辆进行维修保养、年检等，在原服务车辆不能按时到场服务的情况下，服务商须提供同车型、同吨位的备用车辆（具有合法、完备证照），并事前征得采购人同意。(12) 服务商应将被拖运车辆以及车上物品等拖运到服务商车辆保管场，并做好入场交接登记等手续。必须确保停放车辆及车上物品，停放安全，有序，随时交物交车。(13) 原由吴川市公安局交通警察大队的车辆保管服务单位暂保管的车辆和物资，需要转换场地，由服务商负责转场并承担转场所产生的费用。(14) 遇特殊情况，服务商必须服从交警统一调动指挥
