二、申请人的资格要求：

3.本项目的特定资格要求：





合同包1(1)特定资格要求如下:





（1）具有有效存续的注册证照，自然人提供身份证；

（2）未被信用中国网站列入失信被执行人和重大税收违法案件当事人名单、未被列入政府采购严重违法失信行为记录名单，参加本次政府采购活动前3年内在经营活动中没有重大违法记录（处罚期满除外）；

（3）具备履行合同所必需的设备和专业技术能力；

（4）提供2021年度经第三方会计事务所审计过的财务报告，或投标截止时间前90天内基本账户银行出具的资信证明，或信用担保机构出具的投标保函；

（5）提供2022年至今至少一个月的完税证明（任意税种），依法免税的应提供相关证明；

（6）提供已缴存2022年至今至少一个月的社会保障资金缴存凭证（依法不需要缴纳社会保障资金的应提供相关证明）

（7）法定代表人直接参加投标的须提供法定代表人证明书；法定代表人授权代表参加投标的，须提供法定代表人证明书和法定代表人授权书。
