1.1 本招标项目 仪陇县张公镇百锁村、繁荣村、乐安村、双庙村、新生村、跃龙村城乡建设用地增减挂钩项目区聚居点配套工程 (项目名称) 已由 仪陇县发展和改革局 (项目审批、核准或备案机关名称)以 仪发改审批【2022】29号 （批文名称及编号）批准建设 。 项目业主为 仪陇县鑫垚土地整理有限公司 ， 建设资金来自 债券资金 （资金），项目出资比例为 100% ，招标人为 仪陇县鑫垚土地整理有限公司 。项目已具备招标条件，现进行公开招标，特邀请有兴趣的潜在申请人（以下简称申请人）提出资格审查申请。

1.2 本招标项目为南充市行政区域内的国家投资工程建设项目， 仪陇县发展和改革局 (核准机关名称)核准（招标事项核准文号为 仪发改审批【2022】29号 ）的招标组织形式为 委托招标 。 招标人选择 的招标代理机构是 四川亘晟项目管理有限公司。
